only way to achieve this, cut first the heart and leave excess if you want raised letters..
then, place on an angled plane your part on the router, so, the area where you put text, will be closer to the workplane where router working..
so example say, this part need to lay on a 45 deg slope, or plane..
by the way, with insignia or pro you can export as stl, and autodesk meshmixer capable to put the text onto the surface..
still you have to rotate out from the plane to mill it on a 3 axis machine..
